The Ministry of Economy has confirmed the permanence of the 29.3% tariff quota for imports of steel plate of Russian origin, regardless of their source, as established in the Official Gazette of the Federation (DOF).
The department has concluded the administrative review procedure on the importation of Russian steel, under certain tariff fractions specified in the Tariff of the General Import and Export Taxes Law (Tigie).
It has been indicated that importers must comply with the payment of the compensatory quota as established in the resolution unless they can demonstrate that the merchandise originates from a country other than Russia.
In this scenario, the secretariat concludes that there are indicators that support the idea that the war does not alter the conditions that were evaluated to establish the unfair practice, and could even influence Russia’s export capacity, with prices notably low
The decision has not been influenced by the armed conflict between Russia and Ukraine, but rather has been made considering the benefit of the national steel market.
Removing the compensatory quota could have negative repercussions on the domestic industry, as there is a risk that Russian steel plate exports, under dumping conditions, could be diverted to Mexico.
Additionally, it has been mentioned that Russian exports face restrictions and sanctions in various international markets, such as the United States, the European Union, and the United Kingdom, which reinforces the need to maintain these measures in Mexico to prevent an uncontrolled flow of Russian steel into the country.
